Requests for Proposals and Qualifications

The City of Sebastian is accepting written proposals from individuals or firms for the preparation of a comprehensive study and evaluation of parking requirements/needs in the Riverfront District of the City of Sebastian. The tasks will include an evaluation of public/private parking needs, current public parking capacities, projections for future public/private parking needs and potential locations for parking improvements.

The services to be requested from the successful offeror may include, but are not limited to, the following type of services:
•Review related documents including, but not limited to, the Comprehensive Plan, EAR, CRA Master Plan and Land Development Code;
•Evaluate existing conditions for parking demand (supply/inventory of current parking infrastructure);
•Evaluate future conditions for parking requirements (demand for parking and supply/inventory);
•Identify locations for future parking infrastructure;
•Make recommendations to address findings; and,
•Provide document reproductions of professional quality as required, and provide electronic copies of documents

Sealed proposals must be received by the City of Sebastian, no later than 2:00 PM EST on TUESDAY, SEPTEMBER 21, 2010, at which time they will be opened and the names of the respondents read aloud. Late proposals will be returned unopened.

Wellington is requesting sealed proposals to provide a Wellington Equestrian Master Plan.

PROPOSAL SUBMISSION
Proposals will be received by sealed envelope in the Clerk’s Office, 14000 Greenbriar Boulevard, Wellington, Florida 33414 on Monday, November 1, 2010 at 10:00 AM Local Time, at which time they will be opened and read. Proposals received after this time will not be considered and no time extensions will be permitted. Receipt of a response by any Wellington office, receptionist or personnel other than the Clerk’s Office does not constitute “receipt” as required by this solicitation. Please clearly mark proposals:

Proposal documents will not be issued unless the request is received at least 24 hours prior to the proposal opening date.

MANDATORY PRE-PROPOSAL MEETING: A Mandatory Pre-Proposal Meeting will be held on Wednesday September 15, 2010 at 10:00 AM Local Time, at the Meeting Hall located at 14000 Greenbriar Boulevard, Wellington, Florida 33414.

EVALUATION COMMITTEE: An Evaluation Committee meeting will be held on Monday November 15, 2010 at 10:00 AM Local Time in the Meeting Hall located at 14000 Greenbriar Boulevard, Wellington, FL 33414. Oral interviews will be conducted on Tuesday November 30, 2010 at 10:00 AM Local Time in the Meeting Hall located at 14000 Greenbriar Boulevard, Wellington, Florida 33414. At that time, a recommendation for contract award will be considered.
