APA Needs Your Help!
The APA Hazards Planning Research Center is currently looking for planning documents and related publications that address hazard mitigation, to create a collection of best practices that make the connection between hazard mitigation planning and other local planning activities. Planners have a real opportunity to affect change on a wide variety of subjects through their strategic position as advisors to policy makers in town, city, county, and regional governments.

Specifically they are seeking the following types of documents and published materials (examples in parentheses):

  • long-range visioning documents/blueprints/goals and objectives
  • local plans (comprehensive, neighborhood, regional; housing, transportation, economic development; energy, climate change; water supply management)
  • development management tools (zoning regulations, subdivision regulations, design guidelines)
  • public investment tools (capital improvements program, general fund, financial revitalization tools)
  • local policies
  • built development projects

Help them learn what communities have already accomplished in integrating hazard mitigation into planning. Please send information (documents or links to web-based materials) to jschwab@planning.org. Participate in the online questionnaire and learn more about the project.

Proposed Rule adoption – Rural Land Stewardship
The Department of Community Affairs’ Notices of Proposed Rulemaking for Rural Land Stewardship were published in the Florida Administrative Weekly on October 17, 2008. The Department will hold a hearing on the proposed rules in Tallahassee on November 14, 2008. See the Notice of Proposed Rulemaking for Rule 9J-11.023 and Rule 9J-11.026.

October is National Community Planning Month!
Celebrate the achievements of planning this October during the second annual National Community Planning Month. Each year APA and its members, chapters, divisions, and professional institute sponsor National Community Planning Month to raise the visibility of planning efforts in communities across the U.S., and throw a spotlight on the many residents, leaders, officials, and professionals who contribute to making great communities. This year’s sub-themes are: Great Streets, Great Neighborhoods; Greening Streets and Neighborhoods; and People Making Great Streets and Great Neighborhoods.  Go to www.planning.org/ncpm to get tips on how you can incorporate National Community Planning Month into your local activities.

APA Florida ANNUAL BUSINESS MEETING
FAPA’s Annual Business Meeting will be held at 10:30 on Saturday morning, September 8, 2007 at the Hilton in the Walt Disney World Resort in conjunction with the FAPA Annual Conference. At that meeting, members will vote on FAPA’s 2008 operating documents: Strategic Operational Plan, Legislative Platform and Policies, and Budget. A budget narrative is provided to assist you with reviewing the budget. If you are unable to attend this meeting but would like to vote on these documents, a proxy is provided. You may use the proxy to cast your vote or you may delegate your vote to a conference attendee. Detailed instructions for using the proxy are provided on the form.

AICP Code of Ethics
Effective
June 1, 2005, the new AICP Code of Ethics went into effect.  This Code is a guide to the ethical conduct required of members of the American Institute of Certified Planners. FLORIDA'S FUTURE CORRIDORS INITIATIVE

This FDOT initiative requires the full attention of the planning community! If this initiative moves forward without the integration of local, regional, and state long-term plans and visions that determine where future growth should occur, then the permanent identification of these corridors over a 50 year planning horizon will in fact be that determining factor. FLORIDA COMMUNITIES TRUST ANNOUNCES DATES FOR 2007 FLORIDA FOREVER GRANT APPLICATION CYCLE
Florida Communities Trust will open the 2007 Florida Forever grant application cycle on February 23, 2007. Approximately $66 million will be available this funding cycle for grants to local governments and non-profit environmental organizations to acquire land for conservation, open space and outdoor recreation purposes. The application deadline is 5:00 p.m. (EST) on May 9, 2007. [Details]

VOTE ON PROPOSED BYLAWS: BALLOTS MUST BE POSTMARKED BY JANUARY 5, 2007
The Executive Committee has been diligently working over the past two years to update FAPA’s bylaws. While most of the amendments can be considered housekeeping amendments, some major changes recommended by the Executive Committee include the creation of a new Chapter officer position of Vice President-Conference Services, adding the requirement for an independent financial audit in even years prior to each FAPA election and establishing special election requirements for president-elect vacancies. The Executive Committee believes that these amendments will benefit the chapter and we encourage your support. Please review the amendments and vote accordingly. A Bylaws ballot and mailing envelope will be provided in the November/December issue of Florida Planning. Please carefully follow the directions for filling out the ballot AND the envelope to ensure your vote is counted!

It's time to recognize the contributions of the planning profession and the individuals who work hard to make our communities enjoyable, endearing, and valuable. Each week in October will be focused on a specific aspect of planning. You can help get the word out and APA can help. REQUEST FOR PROPOSALS FOR PLANNING SERVICES

City of Destin Capital Improvements Plan
The City of Destin, Florida is currently accepting sealed Proposals for Conceptual Planning and Design, and Engineering Design Services for Capital Improvements in the Harbor Community Redevelopment Area. City of Temple Terrace (RFQ)
The City of Temple Terrace, Florida, located adjacent and on the northeast side of Tampa, is soliciting a Request for Qualifications (RFQ) response from Master Developers with experience in New Urbanist downtown redevelopment. The City is seeking a master development partner to help finance, build, and substantially own a New Urbanist Town Center on 35.5 acres of prime, commercial real estate in the City’s central business district. Finding of Necessity Study-Westside Area
The City of Pensacola is seeking to retain a firm or team to conduct a Finding of Necessity Study to confirm slum or blight conditions, as defined by Section 163 of the Florida Statutes, in the Westside Neighborhoods Area (Westside Area) of the City of Pensacola. The consultant will thoroughly examine and analyze data and conditions required by Florida Statute governing community redevelopment areas. The study report will recommend the boundaries of any area or areas confirmed as meeting slum or blight criteria and deemed appropriate for designation as CRA and TIF districts.
Estimates of TIF revenues to be generated within each recommended CRA/TIF district will also be provided in the report. Upon City Council authorization, the selected firm may be engaged to assist City staff with the preparation of a Community Redevelopment Area (CRA) Plan as Phase II of the contract. RFP Announcement: Comprehensive Plan Rewrite
The Town of Oakland is seeking to retain a firm or team to assist the Town in preparing an update and re-write to the Town of Oakland Comprehensive Plan. The objectives for this update are: To rewrite the Town’s Comprehensive Policy Plan based upon updated data and analysis; to meet the requirements of the State’s Growth Management law, Chapter 163 FS, as amended in SB 360, but not limited to, schools, water supply, transportation, capital improvements, proportionate share, and community vision; to meet the requirements of the State’s Wekiva Parkway and Protection Act, Chapter 369 FS, as enacted in SB 1214 including, but not limited to, wastewater and potable water facility plans, stormwater management plan, septic tank plan, and land use strategies; to provide a Master Land Use Plan for the Oakland Avenue/Tubb Street Corridor. The City of Dunedin, Florida will accept proposals from qualified architectural consulting firms for the preparation and submittal of architectural renderings and guidelines to effectively serve as a guide for future new, redevelopment or infill construction occurring throughout the City. Florida Communities Trust announces opening of
Florida Forever Application Cycle

TALLAHASSEE - The Florida Communities Trust (FCT) has opened the fifth Florida Forever application cycle. Approximately $66,000,000 (unless otherwise allocated by the Legislature) will be available this funding cycle for grants to local governments and nonprofit environmental organizations to acquire land for conservation, open space and outdoor recreation purposes. The deadline for submitting applications to FCT is 6:00 pm (EDT), May 5, 2005. The Capital Area Section and the Florida Chapter, APA and the Apalachee Chapter, FPZA, are pleased to announce their 2005 Public Policy Workshop. The objective of this workshop is to educate and inform members about key policy issues that are expected to be addressed by the Florida Legislature, which may have an impact on planning and the planning profession.

In the August issue of Florida Planning, there were several items proposed for action at the annual membership business meeting scheduled for 3:45 p.m., Thursday, October 14. These will be presented and voted on by the members at the annual membership meeting either as is or with amendments. For those members who are unable to attend the annual meeting but who wish to vote on these items, a proxy system has been created.

Final Legislative Report has been posted, summarizing bills that were being followed this session.

Report on Conserving Natural Areas
The Florida Office of the Defenders of Wildlife recently released, Investing in Nature: The Economic Benefits of Conserving Natural Areas in Northeast Florida. This public outreach booklet resulted from a more technical analysis by Drs. Clyde Kiker and Alan Hodges at the University of Florida on the economic value of natural lands in northeast Florida. It is designed to inspire local land use planners and land use decision-makers to conserve a system of natural lands in this rapidly urbanizing region of Florida, as well as other areas of the country.
